One of the pivotal aspects for the strengthening and consolidation of democracy is citizen participation. Therefore, we believe it is necessary to improve democracy and the rule of law through a more informed, reflective and critical citizenry. Hence, our advisory work and technical assistance focuses on the promotion of citizen participation in national and local levels through existing legal mechanisms, project approvals, policies and budgets for the establishment of external controls as a means to seek greater administrative transparency and the strengthening of local democracy through permanent mechanisms of transparency, accountability and social control.

 

Integration and International Relations

With increasing globalization and integration processes, commercial and political weight of external factors is becoming stronger on domestic policy within the reality of countries. Although Latin America has not progressed as expected within the regional integration processes, it is important to pay attention to the different multilateral organizations that are emerging such as UNASUR, ALBA, and so on. CELAEP has a line of work that increasingly impacts in the field of research and international comparative studies.

 

Development, Economic and Fiscal Studies

CELAEP, since September 2009 created a specialized area of economic and fiscal studies. Since March 2010, CELAEP is part of a worldwide network of OECD "think tanks" specialized in development studies, economic and fiscal policies. Define (Development Finance Network) was created in 2006 with 12 institutions in 12 countries, currently consists of 24 members including CELAEP. This network contributes its analysis and expertise to the Global Forum on Development of the OECD, as well as providing input on economic and fiscal policy for national and local governments

 

Security, Intelligence and Prospective

Security has become one of the main concerns for states, governments and citizens. In order to analyze their causes and propose solutions, specialists and decision makers usually resort to different theories of security. If at first, the object of attention was the state and the defense of its sovereignty, the issue has evolved and become more complex. CELAEP addresses the issue of security from a multidimensional and comprehensive approach. This approach encompasses the following dimensions: public safety, security and defense, intelligence and counterintelligence, democracy and governance, social and human development, cyber security and risk management. We believe that in order to analyze and offer solutions to the major problems of insecurity it is necessary to link knowledge to propose solutions. Hence, the reason to link security, intelligence and prospective.
